In Hong Kong, National Education is an integral part of values education in schools, aiming to nurture young people into quality and responsible citizens with a sense of belonging to our Country. Following the implementation of the National Security Law, schools are tasked with the responsibility of promoting and implementing National and National Security Education (NNSE) through school curriculum. In response, the EdUHK has set up a Working Group on National and National Security Education (WGNNSE) at the University-level since February 2023 to recommend strategies and work with the relevant faculties/units to enhance students’ knowledge of NNSE and raise their sense of national identity.

 

Among the major fields of National Security, cultural security and economic security are two important pillars in ensuring the dignity and independence of the nation. In general, national cultural security can be categorised into four main aspects: security of language, customs and manners, values and lifestyles (Lin, 2014). Cultural security also includes enhancing and developing the traditional Chinese culture. To promote cultural confidence, our motherland has been enhancing its efforts to protect cultural relics and heritage and strengthen the inheritance of history and culture. Considering that China’s culture and history are the foundations of the societal and cultural values in Hong Kong, learning Chinese culture and history is critical for students to attain a better understanding of their own history and cultural identity, correctly understand the Basic Law and the constitutional status of the HKSAR, and cultivate national awareness, identity and affinity.

On the other hand, geopolitical competition is currently reshaping the world economy, and increasing attention has been shifted to economic security. When starting a business, entrepreneurs should be aware of and address some national security issues. These include cybersecurity, export controls, intellectual property protection, law compliance, among others. Addressing these national security issues is essential for the success and sustainability of a business as well as for national security and the development of our country.

In this project, FHM will inculcate students’ national consciousness and patriotism by enriching the learning materials and resources on Chinese culture and economic security in the relevant courses. The project team has selected two General Education (GE) courses to engage in the development and implementation of high-quality NNSE learning materials on Chinese culture and economic security. The relevant course lecturers who have a good understanding of NNSE framework, Chinese culture and economic security have been identified and invited to take the lead in developing resource packs for the courses. Chinese culture and modernization of Hong Kong and mainland China will be integrated organically and connected naturally with the subject content to strengthen students’ understanding of the history, development and achievements of our motherland, and thereby enhance their knowledge of NNSE and their law-abiding awareness. To ensure sustainability, the NNSE specific learning materials will be opened up for use by other relevant courses in the future.
